Judge puts brakes on Block Island moped rentals
BLOCK ISLAND, R.I. (AP) December 2,2005
A Superior Court judge has put the brakes on Block Island's moped rental business.

In a ruling, Judge Allen Rubine says state law requires anyone who drives a motor scooter to have a motorcycle license.

The ruling is a blow for five moped rental businesses on Block Island. Judge Rubine says that what the rental firms call mopeds are motor scooters -- and subject to the licensing requirement.

The Block Island businesses rent mopeds ever year to thousands of visitors, most of whom do not have motorcycle licenses.

Judge Rubine says the only two-wheeled vehicles that do not require a motorcycle license are motorized bikes, which are self-propelled but don't top 30 miles per hour.
