Contact your local postal inspector--they will investigate and will prosecute if they can find where any laws were broken. The dealer won't be laughing when the postal inspector knocks on his door.

Many areas have a legal aid society where local lawyers volunteer their time to assist folks that could not otherwise afford it. Do a Google search for it in your area or go to your local Probate Judge's office & inquire.
