Sun L scooter question

I have a chance to buy a 2004 Sun L scooter in great condition but not running. It has about 130 miles on it and has been sitting up for about 7 months. The guy said his son will not ride it anymore because he wants a car instead. He does not have a title for it. He said they bought 5 of them for a discount from the company and none came with a title. It is up for sale at $200.oo not running or $250.oo if he gets it running for me. What do you guys think about this ???

well ,no title is bad but the price is good
it would be best to contact your department of motor vehicles
or licensing, perhaps the state patrol and find out
1.if you need a title
2. can you get a lost title and how long does it take,
which can be as long as 3 years but many states its 1 year.
3.will a bill of sale legally transfer ownership to you.
4.does the vin # need to be verified and by who, the troopers
or department of licensing.
what size motor is it ? sometimes under 50cc doesn't need anything
since it had no MSO -manufactures statement of origin
it could be hard to get it registered or licensed.
