scoot very hard to start after being shut off

A friend of mine has a Retro 50cc 4 stroke scooter and has asked me to help him figure out what ails it so
I figure this group would be a great place to start. Simply put after this scooter is started and is shut off it
takes a long time to start it again. Runs great, just don't shut it off or be prepared to work real hard at
starting it up again. Thats all I can tell you as no test or checks have been made. Just hoping someone
could point him in the right direction like maybe the 3 most likely possibilities.

Because it happens when the engine is hot means an exhaust, head gasket or vacuum line may have a crack, also the valves may have to be adjusted.
