what are the rules for riding in CA

i have a 1981 honda express and i just got everything working on but i am not sure of the rules for riding in CA can any one help?

There's an Internet search engine called Google that can help you. Go to http://www.google.com and type "California Moped Laws" (without the quotation marks) into the search box.

Because a Honda Express doesn't have pedals, per California's definition of a motorized bicycle it's not a moped.
It falls under the category of "Motor Driven Cycle" which is any two wheeled or three wheeled. vehicle other than a tractor with less than 15 HP and 150 CC engine displacement.
An Express therefore is not eligible for the lifetime registration granted to mopeds. You have to pay annual registration on one.

All rules of the road apply as listed in the California Driver's Handbook, available at DMV in a dozen different languages despite all signage being in English!
