MOST <50cc scooters shipped into the U.S. (Legally recognized by DOT) are restricted in some way.
They are restricted because 90% of the bikes the distributors sell go to states that can license and title a <50cc scooter as a Moped.
Most of these states also have regulations that prohibit the bike from a speed greater than 30mph and a HP rating of less than 3 or 5 Depending on the State.
So, Manufacturers will "Restrict" all of the bikes they send to America.
They do this by several means.
Restrictor Washer welded into the Exhaust
Dead-end tube welded to the exhaust
Electronic Rev Limiter built into the CDI
Transmission restrictor ring build into the Transmission.
All of these methods can be defeated allowing the bike to perform in the same way it would in the European market.
It doesn't hurt the bike in any way. In fact it's allowing it to perform in the way the designers intended. In most cases running a bike "restricted" not only makes it slow, but the constant restriction in the flow of exhaust gunks the hell out of the motor.
150cc and bigger bikes are NOT restricted. They don't have to be.
Their only restriction/limitation is the design of the motor.
Some of the Super-Scooters like the S'wing and the Burgman are restricted electronically to keep their top speed below a certain velocity. My SilverWing hits the wall at 110 miles per hour. Obviously it could go faster, but it won't.
Keep in mind, if you live in a state that classifies your scooter as a moped, derestricting it makes it ILLEGAL. If a cop sees you traveling at 30+ he's got every right to pop you for either Illegal registration or unauthorized modification.
With the HUGE increase in the popularity of scooters many Law enforcement agencies are on the lookout for guys running around on moped plates at 30+.
Restrictions suck, I'd love to see every state take up the same legislation we have in Ohio regarding Mopeds and Motorcycles. Anyone who can't bother to get their M/C license shouldn't be riding anything bigger/faster than a moped anyway.
In Ohio ALL of our scooters are titled as Motorcycles.
Removing the Restrictors is something we do to EVERY scooter as part of Assembly.
