most mower shops wont touch it simply because they do not have the information that they need to work on it, and they don't want to spend the time looking for that info. plus once they work on it, they become responsible if it does not get fixed correctly. so they are better off turning the job away.
the service manual hosted on this site can help you with most of the repair work you need to do. and you can use the parts breakdowns on www.mopedjunkyard.com to identify parts.
since your bike is a 2001, all you need to do is plug the black wire that comes up from the engine case on the left hand side, into the terminal on the coil (the part with the spark plug wire going to the spark plug). as long as no other wires are hooked up you should have spark if the charging coil inside the magneto is good, and the ignition coil is good.
if you get spark with just the black wire plugged in, but do not get spark with the rest of the wires plugged in, then you have a problem somewhere else on the bike, like the kill switch or tail light.
the ignition coil is the most common part to go bad, besides the spark plug and spark plug wire.
hook up the black wire, and pull the cap off the end of the spark plug wire. then hold the wire about 1/8" away from the engine block and see if you have spark. if so, then replace that cap. do not let the metal wire inside the sheath touch the engine block as you crank the engine, otherwise you will not see a spark.
