1977 Honda Express

1977 Honda Express

I am attempting to get a 1977 Honda Express running. Gas tank was slightly rusted inside. Used "The Works Toilet Bowl Cleaner" method, turned out great. However noticed a "gooey" substance in the tank outlet pipe. Took my 22 caliber cleaning brush to it. A fiberglass tube came out. What was this? Is it necessary? Is there a replacement? Where can I find a replacement? Or is there something I can substitute?

That piece was your "in- tank" filter....
