Murray has a slight surge when cold

My Murray badged Puch has a slight surge when cold (the first mile or so in 50 F weather). Is this a sign of carbon build up in the cylinder head? i.e the carbon absorbing the gasoline and than releasing it? If so, will I need a new head gasket after cleaning or doesn't it use one, or can I use some kind of form in place gasket material? If I need a new gasket, can anyone suggest a good place to get one?
