Price/Advice on Derbi Variant?

Just hoping a few of you could give me a little advice. I found a guy selling an early-80's Derbi Variant moped (with pedals). It doesn't run, but I think that's because it's got a clogged carb. It's complete, but has a cracked plastic housing around the front hub and another cracked housing that seems to be a chainguard. The black plastic cover that covers the electrical wires between the rider's feet is also gone and I don't think that will be an easy part to locate. It's got some rust but seemed to clean up well when I took some steel wool to it. Silver with spoked wheels and tires/tubes that will need to be replaced.

I'm wondering what you think a fair price would be and, also, if there are any big drawbacks to these bikes, like special tools or parts that can no longer be found.
