mobylette clutch problems

hello, I have a 1970 motobecane that Im struggling to get running. When I pedal to start, the clutch is not engaging the crankshaft, I am therefore getting no power from the flywheel magneto, and so no spark. If anyone can figure this out or has experience with this kind of bike, PLEASE reply.

Click on the repair manual for it on top of this page...should have an explanation. don-ohio
