Peugeot 102 clutch problem

I have a problem with my 1980 Peugeot 102sp clutch. Sometime when I stop it will sit and idle, but sometimes it sticks and wont idle. It is like the clutch is stuck in drive and wont free up. Do I need to get a new clutch plate on the back side or sand something? Also, there is a V shaped cut in the clutch plate, is there a certain way that V is suppose to be postioned like going up or down? Thanks for the help.
